Restricted Assessment applications will no longer be accepted from 1 June 2026. Following this date, the pathway will instead be the Recognition Assessment.
The restricted CoC is valid for 4 years and is non-renewable.

Please note, this is NOT a training course. This is course is Assessment only to evaluate the competency of the applicant.
Ideal for:
Experienced scaffolders with an overseas scaffolding qualification, and working in New Zealand on a fixed term visa. You will need to book and pay for a Restricted Certificate of Competence assessment. After successful completion of the assessment, a Restricted Certificate of Competence will be issued.
Applicants need to hold the following:
- Valid overseas qualification
- Valid fixed term visa
- Working at Heights units 15757 & 23229
- 5 months minimum scaffolding experience in New Zealand

Restricted CoCs are only available to overseas scaffolders on fixed term visas. A Restricted CoC is issued for 4 years and is non-renewable.
The table below indicates the approximate equivalency of the most common overseas qualifications (that we have come across to date) with the NZ Certificates of Competence.
Please note that each application is looked at individually so there may very rarely be a unique case but most applications will fit the table below.
